Knellsville Club Constitution
NAME
The name of the club shall be known as the Knellsville 4-H Club, hereby referred to as “Club”.
PURPOSE
The purpose of this Club is to develop leadership and responsibility with youth through projects and educational activities.
MEMBERSHIP
Cloverbuds include Kindergarten, 1st and 2nd grades. 4-H members are 3rd grade through one year beyond high school graduation. Membership is open to all persons without regard to race, color, ethnic background or economic circumstances.
OFFICERS
The officers of this Club shall be: President, Vice President, Secretary, Treasurer, Historian, Reporter and Website Editor. Officers of President, Vice President, Secretary and Treasurer must have achieved a minimum of 2 consecutive years as a 4-H member. Officers of Historian, Reporter and Website Editor must have achieved a minimum of 1 year as a 4-H member. All officers must complete the county Officers Training session.
Nominations shall be accepted at the July meeting with open nominations taken from the floor at the September meeting. The Nominees shall present a short campaign speech with elections to follow at the September meeting. Term of office shall not be for more than one 4-H year. Ann officer shall not serve more than one term in the same office.
The President shall conduct the business meeting in an orderly and informative manner. If unable to attend a meeting, the Vice President shall preside over the meeting.
The Vice President is to be aware of all Club activities and be able to fill in for the President. The Vice President shall be responsible for organizing the program planning committee for the coming year.
The Secretary shall keep accurate minutes of the business portion of the General Meeting. Attendance shall also be maintained. If unable to attend a meeting, the Secretary shall notify the President and/or Vice President to take notes and attendance and to read the minutes from the previous meeting. Copies of the completed minutes shall be filed in the Club’s records.
The Treasurer shall keep accurate records of the Club’s checkbook and keep it balanced every month. If unable to attend a meeting, a report must be sent to the meeting the indicates what money was taken in and what expenses the Club had for the previous month.
The Historian shall take and record photographs of activities throughout the year and assemble them into a Club scrapbook. The Reporter shall contribute articles for the Club newsletter and occasionally submit Club information to the local newspapers. The Website Editor shall update information on 4-H at the club, county, state and national levels. Updates shall be done monthly.
CLUB LEADERSHIP
The Club shall be under the direction and guidance of a team of General Leaders approved by the Ozaukee County Extension Office. There shall be Co-Leaders, Project Leaders and Junior Leaders as needed to properly advise and assist in carryting out the various projects.
MEETINGS
The General Meeting of the Club shall be held on the second Thursday of each month at the First Congregational Church in Port Washington, Wisconsin. Meetings shall be held from 7:00 to 8:30 p.m. unless otherwise noted on the website and Club newsletter.
Project meetings shall be held at the Project Leader’s discretion.
Information regarding meetings shall be made available through the Club’s newsletter (Knellsville Knews), which shall be e-mailed or mailed to each member family during the first week of each month. The county newsletter (Harbinger) shall be e-mailed or mailed from the Ozaukee County Extension Office. The website shall be updated monthly.
DUES
Dues shall be collected annually per member. The amount is determined by expenses of mailings, literature and insurance. Dues are payable on the evening of enrollment at the September meeting.
ACHIEVEMENT
Members are required to enter each project at the Ozaukee County Fair.
Members are required to attend no less than 50% of all General Meetings. If a member is unable to attend a meeting, the Secretary or one of the Co-Leaders must be notified in order to be excused. Excused absences are applied to the 50% attendance requirements.
Members are required to complete record books to be turned in to one of the designated Record Book Committee members no later than the third week of August. If a completed record book is not turned in, the member shall receive neither “fair premium” money nor “achievement”.
Members are expected to provide refreshments for general meetings. Assignment of this is done by the Program Committee. Parents are asked to help out on these nights. All families are asked to participate in the fundraisers at club, project and county levels.
DISSOLUTION
If the Club becomes dissolved, monies remaining in the account after all bills have been paid shall be donated to the Ozaukee County 4-H Foundation.
